Anyone know rules of using the prez image?

I have been noticing a lot of Debt relief companys and credit card scam artists on TV during my Judge shows on CW using clips from Obama's speches. I can't say I have ever seen any other president used in this way - what are the copy right laws? I remember at one time the whitehouse saying they were gonna put a stop to using Obama's image to sell stuff (which after being in Walmart and seeing him on a blanket - may not of happened) - is the stuff public domain or are they buying rights?

They aren't going to stop a damn thing. He's too in love with watching himself every chance he gets. Probably pops wood every time a commercial he's in comes on.

It's funny - the companys are pure scum - night as well give a payday loan and sell cars with buy here pay here...but its probally making business great... amazing.
