Nope. The small city I visited when I was there had no stop signs and no lights. Everyone was on a scooter or like a 250cc bike. They would all just honk as they were coming through the intersection. I only saw one wreck. The bigger cities have traffic lights, but they have countdown timers. I told someone we couldnt have that in the US, it'd be too much like Nascar at every red light. lol

Some of those 'accidents' are so ridiculously stupid that they looked staged.
