Tom Lowe Trap and Skeet is open to the public down near the airport. There are a few private ranges that will do it for members. South River Gun Club opens up their range on the weekend for non-members I believe.

Good many places do. If you're interested I have a friend that does teaching on that for a living and can give any answers you need. Be aware, you can get heavy into money on that one really fast. You get addicted and the guns get pricey.

I went skeet shooting at my in-laws place. luckily they got plenty of acres so we shot for free. Its a blast. Especially if you dont have a skeet throwing machine and do it Country Style !!!
http://etowahvalleysportingclays.com/ is a fun, inexpensive accessible place to shoot sporting clays up in Dawsonville. Tom Lowe (formerly Wolf Creek) is a good spot for skeet/trap. Personally, I prefer sporting clays to skeet/trap but both are a ton of fun.
I don't have a O/U that I am willing to part with, but you are welcome to shoot my Red Label (my default answer for a good value O/U) in either 28 or 20 ga. while you are figuring out what you want to buy. I like to shoot 28ga because it gives you an excuse on every shot but shells are expensive and hard to find.
I'd recommend getting a 20ga if you are serious about buying a gun because a lot of managed hunting plantations do not allow 12ga. If all you are ever going to do is skeet/sporting clays, then a 12ga gives you a lot more pellets per shot, but if you have to leave the gun in the case because the owner of the land does not allow your size gun.
